For teachers the legal basis for recognition is found in the Education Act (LOV-1998-07-17-61) and Regulations based on the Education Act (FOR 2006-06-23 nr 724).
For pre-school teachers it is the provision of nursery Act and the regulations of this (FOR 2008-09-12 nr 1071), which provide the legal basis for the recognition of foreign professional qualifications.
The regulations of EEA and EU directives are important for the processing of applications from all applicants from the countries within EEA or Switzerland / or applicants that have their education from one of these countries. Applicants from both these groups may have rights according to EEA legislation that implies the right to use vocational qualifications in the countries of the EEA. Norway is a member of the EEA and are therefore bound by the same rules as EEA countries and Switzerland.
